Accessibility Statement for the Website 

 

1. Purpose and Commitment Regarding Accessibility 

 

The Intercommunity Development Association SEPSI METROPOLITAN AREA assumes full responsibility for ensuring the accessibility of the website it administers, with the aim of guaranteeing equitable access to public information for all persons, including users with disabilities or with temporary or permanent functional limitations. 

 

Digital accessibility is treated as a fundamental requirement within the activity of the Operator, being consistently integrated into the process of development, maintenance, and updating of the online platform. The pursued objective is to provide an inclusive digital environment in which information and functionalities are perceived, understood, and used without significant barriers, regardless of the technical or assistive means used by the user. 

 

In this regard, the Operator aligns its practices with the WCAG 2.1 level AA standard, as well as with the requirements of Directive (EU) 2016/2102, considering compliance with these benchmarks as a minimum quality standard in the field of digital accessibility. 

 

2. Regulatory Framework and Applied Principles 

 

The development and administration of the website is carried out taking into account internationally recognized standards in the field of digital accessibility, namely the Web Content Accessibility Guidelines (WCAG) 2.1, level AA, as well as the applicable European legislative provisions for public sector institutions. 

 

The application of these standards aims to ensure technical and functional conditions that allow the website to be used independently, through various assistive technologies, including screen readers, keyboard-only navigation, or other adaptive solutions. 

 

3. Site Compliance Level 

 

Currently, the website is considered partially compliant with the requirements of WCAG 2.1 level AA. This assessment reflects the fact that a significant part of the content and functionalities has been designed and implemented taking into account accessibility principles, however certain components still require further adjustments and optimizations in order to achieve full compliance. 

 

In general terms, the information structure of the platform allows for relatively coherent navigation, and the main elements are organized in such a way that they can be followed in a logical sequence. Furthermore, the interface has been adapted to ensure reasonable usability across different types of devices and resolutions, and certain visual elements include support for readability and contrast. 

 

However, the level of compliance must be understood as an evolving process, as the platform is continuously subject to content updates and technical developments, which may generate the need for additional adjustments from an accessibility perspective. 

 

4. Accessibility Limitations Identified 

 

Although continuous efforts are made to comply with digital accessibility requirements, certain isolated limitations may still exist, mainly due to technical or content-related factors. 

 

Thus, some materials published prior to the implementation of current standards may not fully comply with the requirements for compatibility with assistive technologies, particularly in the case of PDF documents or multimedia materials originating from external sources. Likewise, certain graphic elements may require further additions regarding alternative descriptions, and some interactive components may present limitations in terms of exclusive keyboard navigation. 

 

Similarly, where external resources or third-party services are integrated, the level of accessibility may vary depending on the standards applied by the respective providers, an aspect that cannot be fully controlled by the Operator. 

 

5. Measures Implemented and Continuous Improvement Process 

 

Website accessibility is approached as a continuous process, subject to ongoing review and permanent improvement. In this regard, periodic internal analyses are carried out regarding compliance with applicable standards, and the results of these assessments are used for the implementation of corrective actions and technical optimizations. 

 

Consistently, efforts are made to improve the information structure, increase compatibility with assistive technologies, optimize keyboard navigation, as well as enhance readability and visual contrast. At the same time, the progressive completion of missing elements is taken into consideration, where this is necessary for compliance. 

 

These measures are part of a digital development strategy oriented towards inclusion and equal access to information.
